143.08 VOLUNTEER FIRE DEPARTMENT.
   (a)    Volunteer Fire Department Created. There is hereby created and established a Volunteer Fire Department, which shall consist of not more than fifty members who shall be appointed and removed by the Fire Chief, subject to the rules and regulations of the Fire Department as are prescribed by the Director of Public Safety and as accepted and approved by the Mayor.
   (b)    Volunteer Department Declared to be a Governmental Unit. The Volunteer Fire Department hereby created is a governmental unit and shall have no official connection whatsoever with any fire company privately organized for any purpose, other than the fact that its members may also be members of such company.
