143.06 DUTIES OF CHIEF.
   It shall be the duty of the Fire Chief to take charge and custody of all fire apparatus and equipment and supervise the maintenance thereof, so that the same may be in good condition and order and ready for use at all times. The Fire Chief shall have full control of the Fire Department and its members during all fires and may at any time during a fire call upon any citizen or citizens to perform labor which in his judgment is necessary to aid in the extinguishing of fire, and he shall have such other and further duties and responsibilities as may be provided by the rules and regulations of the Fire Department as prescribed by the Director of Public Safety and as accepted and approved by the Mayor.
   The Fire Chief or his designee shall have full power and authority to investigate all fires and explosions. The Fire Chief or his designee may, in the investigation of such fires and explosions, examine witnesses, compel the attendance of witnesses and the production of books and papers, and may administer oaths in the discharge of these duties.
