141.05 TRAINING SCHOOLS.

   (a)    The Safety Director shall from time to time grant leaves of absence with pay to police officers for the purpose of attending such training schools as the Safety Director may order.

   (b)    The Safety Director shall make such rules, regulations and determinations as necessary to provide for the eligibility of City police officers to attend training schools; however, such rules, regulations and determinations shall be designed to rotate the training opportunity so that each officer shall have the opportunity to attend training schools. However, the Safety Director shall grant no leaves of absence to more than two officers at one time. The Safety Director's rules, regulations and determinations shall not be subject to appeal; provided that his determinations shall be in the best interest of the Department and the public.
