141.03 POLICE OFFICER.
(a) There is hereby created the position of police officer within the Police Department.
(b) Unless otherwise provided for by law, all police officers shall be appointed or promoted by the Director of Public Safety, and the position:
(1) Shall be within the classified service of the City if the position occupant is a full-time employee; or
(2) Shall not be within the classified service of the City if the position occupant is a part-time employee.
(c) No person shall be eligible to receive an original appointment to the Police Department as a police officer unless such person has reached the age of twenty-one years.

(d) The position of police officer shall have the following grades and titles for pay purposes:
