123.02 COST ESTIMATES IN PLANS AND SPECIFICATIONS.

   Plans and specifications for the construction, reconstruction, improvement, enlargement, alteration, repair, painting or decoration of any public improvement by the City, regardless of whether the contract for such work is to be awarded pursuant to advertisement and competitive bids or in any other manner, shall not include any estimates of cost. No officer, employee, agent or contractor for the City shall include estimates of cost as set forth in Ohio R.C. 153.12.
