121.03 ANNUAL FINANCIAL STATEMENT OF ORGANIZATIONS RECEIVING CITY ASSISTANCE.
(a) Every organization that receives assistance, including but not limited to moneys, equipment, facilities, and/or in-kind services, from the City to carry on programs of that organization, shall submit a financial statement during each calendar year to Council. Such financial statement shall be submitted within sixty days of the ending of the organization’s season. An organization that receives assistance from the City, but does not have an identifiable sports season, shall submit their financial statement within thirty days of the ending of their fiscal year, or in January if such organization does not have a fiscal year.
(b) Each organization required to submit a financial statement as set forth in subsection (a) hereof, shall maintain an accounting system as approved by the City Auditor.
(c) The requirements of this section shall not apply to organizations who receive moneys from the City for services or goods provided to the City by contract, either written or oral.
(d) Nothing in this section shall be construed to limit the powers of any commission or department as set forth in the Charter.
