SECTION 60. APPOINTMENT AND ORGANIZATION.
   (a)   There shall be a Parks and Recreation Commission which shall consist of seven members who shall serve for a term of three years or until their successors have been appointed. Two of such members shall be appointed by the Mayor, and three members shall be appointed by majority vote of Council. The other two members of the Commission shall be appointed by the Mayor on the recommendation of the Whitehall Board of Education; however, if no such recommendation is made within thirty days from the request, such appointment shall be made by the Mayor. Beginning in 1994, the first three vacancies shall be filled by appointment of Council, other than vacancies of those serving upon recommendation of the Board of Education. Thereafter, future vacancies shall be filled by Council or Mayor, whichever being the original appointing authority for the departing member.
   (b)   Said Commissioners shall organize as a Parks and Recreation Commission by the election of a Chairperson and Vice-Chairperson, who shall serve for a term of one year or until their successors are elected. The Commission shall adopt rules and regulations for the government of the Commission and for the operation and control of the various parks and recreational facilities under its control.
