SECTION 55. ORGANIZATION, MEETINGS AND PROCEDURE.
   (a)    The Board of Zoning and Building Appeals shall consist of five electors of the City not holding other Municipal offices who shall be appointed by the Mayor.
   (b)    Of the five members to be appointed after the effective date of this Charter, one shall be appointed for a term ending December 31, 1968, one shall be appointed for a term ending December 31, 1969, one shall be appointed for a term ending December 31, 1970, one shall be appointed for a term ending December 31, 1971, and one shall be appointed for a term ending December 31, 1972. Thereafter each appointment shall be for a term of five years.
   (c)    The Mayor shall establish the date, time and place for the first meeting each year, at which the Board of Zoning and Building Appeals shall organize under a Chairperson and Vice-Chairperson elected from among its members for a term of one year or until their successors are elected.
   (d)    Meetings shall be held at the call of the Chairperson and at such other times as the Board may determine. A record shall be kept showing the vote of each member on each question.
   (e)    Procedures before the Board of Zoning and Building Appeals shall be in accordance with ordinances of Council or rules or regulations established by the Board not inconsistent therewith.
