SECTION 49. DEPARTMENT OF PUBLIC SERVICE. 
   (a)    There is hereby established a Department of Public Service to be headed by a Director of Public Service who need not be an elector of the City at the time of their appointment, but shall become a resident thereof within six months of appointment. The Director of Public Service shall be appointed by and serve at the pleasure of the Mayor.
   (b)    The Director of Public Service shall have charge of the administration, operation, construction, maintenance and repair of all public works, improvements and buildings, and any municipally owned utilities. The Director shall not have jurisdiction over the maintenance of recreational facilities and parks of the City. The Director shall perform such other duties, consistent with the office, as may be required by this Charter, by ordinance or resolution of the Council, or as directed by the Mayor.
   (c)    The Department of Public Service shall include a Division of Building and Zoning Inspection, to be headed by a Chief Inspector, and a Division of Streets to be headed by a Superintendent, and such other divisions as shall be established and placed within the Department of Public Service.
   (d)    The Director of Public Service shall make all necessary rules and regulations for the government of the Department of Service and the several divisions thereof, subject to the approval of the Mayor.
