SECTION 46. POWERS AND DUTIES.
   (a)    The City Treasurer shall be the custodian of all money belonging to the City and subject to the provision of any specific trust, of all money held in trust by it. The City Treasurer shall keep, preserve and deposit the same as provided by ordinance of Council.
   (b)    The City Treasurer shall demand and receive from the County Treasurer, when due the City, taxes levied and assessments made and certified to the County Auditor by authority of Council and by said Auditor, placed on the tax list for collection, and from persons authorized to collect or required to pay them, moneys accruing to the City from judgments, fines, penalties, forfeitures, licenses and other debts due the City.
   (c)    Unless otherwise specifically prescribed by law or ordinance, all money belonging to or due the City shall be promptly and directly paid to the City Treasurer and by the Treasurer placed in the appropriate fund. Notice of sums so due and payable shall be given to the City Treasurer by the City Auditor.
   (d)    The City Treasurer shall disburse the funds in the Treasurer's custody only on warrant of the City Auditor, unless otherwise directed by the general laws of the State or this Charter.
   (e)    The City Treasurer shall keep an accurate, systematized and detailed account of all money received and disbursed by him.
   (f)   Council shall provide by ordinance for the deposit of all public moneys coming into the hands of the City Treasurer in such bank or banks, or building and loan or savings association or companies, situated within the County, as offer, at competitive bidding, the highest rate of interest and give good and sufficient security.
   (g)    The City Treasurer shall be the custodian of all other public money coming into their hands as City Treasurer. The City Treasurer shall keep, preserve, and disburse such moneys in the manner prescribed by law.
   (h)    At the expiration of their term of office, or on their resignation or removal, the City Treasurer shall deliver to their successor all moneys, books, papers and other property in their possession as City Treasurer. The City Treasurer may appoint such assistants and clerks as Council may authorize.
