SECTION 25. GENERAL POWERS AND DUTIES OF THE MAYOR.
The Mayor shall be the chief executive, administrative, and law enforcement officer of the City. The Mayor shall be responsible for the administration of all Municipal affairs of all departments and divisions of the City as provided by this Charter, the enforcement of ordinances and resolutions of the City and the general laws of the State; except for the Council, the Clerk of Council, and the offices of City Auditor and City Treasurer, and City Attorney. In addition to the foregoing, the Mayor shall have the following powers:
(a) The right to attend Council meetings and to take part in discussions but may not vote.
(b) See that all laws, provisions of this Charter and ordinances of the Council, subject to enforcement by the Mayor or by officers subject to the direction and supervision of the Mayor, are faithfully executed.
(c) Prepare and submit the annual budget and capital program to the Council.
(d) Submit to the Council and make available to the public a complete report on the administrative activities of the City at the end of each fiscal year.
(e) Make such other reports as the Council may require concerning the operations of City departments, offices, boards, commissions and agencies subject to the direction and supervision of the Mayor.
(f) Keep the Council fully advised as to the present condition and future needs of the City and make such recommendations to the Council concerning the affairs of the City as the Mayor deems desirable.
(g) Require reports and information of subordinate officers and employees of the City as the Mayor deems necessary in the orderly operation of the City, or when requested to do so by the Council or any board or commission of the City.
(h) See that all terms and conditions imposed in favor of the City or its inhabitants in any franchise or contract to which the City is a party are faithfully kept and performed.
(i) Be recognized as the official and ceremonial head of the City government by the President of the United States and the Governor of the State of Ohio for military purposes, and by the courts for the purpose of serving civil process.
(j) Have all the judicial powers and functions granted by the laws of Ohio to Mayors of municipalities, until other lawful provisions shall be made for the exercise of such powers.
(k) Appoint the administrative heads of all departments, divisions and bureaus unless the function of the department, division or bureau is to provide for the exercise of powers granted by this Charter to some other elected official or appointed commission of the City, in which event such administrative head shall be appointed by such other elected official, or appointed commission.
(l) Affix to all official documents and instruments of the City the Mayor's seal which shall be the seal of the City, but the absence of the seal shall not affect the validity of any such document or instrument.
(m) Perform such other duties and have such other powers as are conferred or required by this Charter, by any ordinance or resolution of the Council, or by the laws of the State of Ohio.
