SECTION 12. EMERGENCY MEASURES.

Each emergency ordinance or resolution shall determine that said ordinance or resolution is necessary for the immediate preservation of the public peace, health, safety, or welfare, and shall contain a statement of the necessity for such emergency. No measure making a grant, renewal or extension of a franchise, real estate transfer or sale, or other special privilege, or regulating the rate to be charged for its service by any public utility shall be passed as an emergency measure.
