SECTION 8. COUNCIL NOT TO EXERCISE ADMINISTRATIVE POWERS.

   Except as otherwise provided or authorized by this Charter, the Council shall exercise legislative powers only and shall not perform administrative duties nor appoint or confirm officers or employees in the City government, except those of its own body.
