1303.04 PERMIT FEES FOR NEW BUILDINGS, ADDITIONS AND/OR ALTERATIONS TO EXISTING BUILDINGS.
   (a)   Residential 1, 2, & 3 Family Dwellings. The building permit fee for the construction of a new residential dwelling shall be three hundred dollars ($300.00) for the first 500 sq. ft. of living space and fifty dollars ($50.00) for each additional 500 sq. ft. of living space or fraction thereof, calculated by the gross square footage of the habitable living space. The basement is not considered living space unless otherwise specified and meets code for a living space. The building permit fee for adding square footage of living space on to a dwelling shall be two hundred dollars ($200.00) for the first 500 sq. ft. and forty dollars ($40.00) for each additional 500 sq. ft.
   (b)   Garages. The permit fee to construct a new garage up to 660 sq. ft. per parcel shall be one hundred and fifty dollars ($150.00) No garage may exceed 660 sq. ft. unless a variance has been granted as per Section 1126.14 (b) of the Zoning Code. If granted, the permit fee shall be two hundred and twenty five dollars ($225.00).
   (c)   Deck, Ramp and Concrete Patio. The permit fee for a residential deck or ramp of any size shall be sixty dollars ($60.00). A Commercial deck or ramp of any size shall be one hundred dollars ($100.00).
   The permit fee for a concrete patio or hard surface pad of any size shall be forty dollars ($40.00).      
   (d)   Other Buildings. The building permit fee for all buildings and any additions thereto, other than one, two and three family dwellings, shall be five hundred dollars ($500.00) up to and including 1,000 square feet and fifty dollars ($50.00) for each additional 500 square feet.
      
   (e)   Utility/Accessory Building. The permit fee for a utility/accessory building, shed or a similar type of structure 200 sq. ft. or less shall be forty dollars ($40.00). The building permit fee for a utility/accessory building, shed, or a similar type of structure exceeding 200 sq. ft. shall be seventy five dollars ($75.00). They shall comply with the zoning and building regulations specified in this Code.      
      
   (f)   The fee for residential roofing replacement permits shall be seventy five dollars ($75.00) per unit.
   (g)   The fee for commercial roofing replacement permits shall be one hundred dollars ($100.00) plus five dollars ($5.00) per 100 sq. ft.
      
   (h)   The fee for all siding replacement permits shall be seventy five dollars ($75.00) per building.
   
   (i)   The permit fee for all types of fencing up to six feet in height shall be one dollar (1.00) per post with a minimum fee of fifteen dollars ($15.00).
         
   (j)    Concrete permit fees to install/replace public sidewalks shall be five dollars ($5.00) per panel, with a minimum fee of fifteen dollars ($15.00) A driveway approach permit fee for all size approaches shall be thirty dollars ($30.00). The permit fee for removing an existing driveway and replacing with either asphalt or concrete shall be forty dollars ($40.00). The permit fee for resurfacing or capping a driveway shall be thirty dollars ($30.00).
   
   (k)   The permit fee to install/resurface/cap/ parking lots shall be fifty dollars ($50.00) for the first 1,000 sq. ft. plus ten dollars ($10.00) for each 1,000 sq. ft. or fraction thereof per parcel.      
      
   (l)   The permit fee for installation of heating stoves/fireplaces/chimneys shall be forty dollars ($40.00).
   (m)   The sanitary sewer lateral repair/replacement permit fee shall be seventy-five dollars ($75.00). Sanitary and storm sewer tap permit fees shall be one hundred fifty dollars ($150.00) each.
      
   (n)   Building permit fee for all structural repairs and minor alterations shall be one hundred dollars ($100.00).
   
   (o)   The mechanical permit fee for installation of building services piping (gas, hydronic, etc.) shall be seventy dollars ($70.00) base fee plus fifteen dollars ($15.00) per valve or appliance.
   (p) The fee for fire suppression systems shall be as follows:
      •   1 -19 sprinkler heads - $300.00
      •   20 or more sprinkler heads - $300.00 + $2.00 per head
      •   Independent suppression system - $300.00 + $2.00 per
      •   Head Automatic Extinguishing system - $200.00
      •   Other fire protection System - $100.00
   A twenty five dollar ($25.00) service fee shall be charged on each permit. Multiple inspection fees may apply.
   (q)   The fee for fire alarm systems shall be as follows:
      •   1-5 devices - $200.00
      •   More than 5 devices - $200.00 + $3.00 per device
      •   A twenty five dollar ($25.00) service fee shall be charged on each permit. Multiple inspection fees may apply.
   (r)   The fee for a commercial hood shall be two hundred dollars ($200.00) each. A twenty-five dollar ($25.00) service fee shall be charged on each permit.
   (s)   Application fees. A non refundable fee of twenty dollars ($20.00) shall be charged for all residential permit applications. A non refundable fee of one hundred dollars ($100.00) shall be charged for all other building and zoning permit applications.
   (t)   Architectural Plan Review Fees. In addition to permit fees, the owner or owner's representative shall be charged for the architectural review of building plans. The charge will be determined according to rates established in the City's agreement with the consulting engineering firm for professional engineering and architectural services.       
   (u)   Inspection Fee. The consulting engineering and Inspection agency(s) shall provide a cost estimate for the required inspections as determined by the Building Official. This fee shall be collected from the owner or owner's representative.
   (v)   Re-inspection fees. Failure to correct violations other than electric and plumbing in which the observed items of non compliance have not been corrected by the specified date shall be subject to a re-inspection fee of one hundred fifty dollars ($150.00). Failure to cancel scheduled inspections prior to arrival of the inspector shall be subject to a re-inspection fee of fifty dollars ($50.00).
   
   (w)   Multiple Inspections. The fee for installation of appliances, fixtures, or systems that require more than one type of inspection, shall be the cost of the inspection.
   (x)   After hours Inspections. The fee shall be two hundred dollars ($200.00) for the first two hours and one hundred dollars ($100.00) per hour over two hours.

   (y)   (1)   A bond in the amount of five hundred dollars ($500.00) for street cleaning maybe required at commercial properties at the discretion of the Director of Public Service.
      (2)   Upon completion or final inspection and upon the approval of the Director of Public Service, the bonds will be returned or a portion thereof, if the street in front of the construction site and on either side thereof for the distance the debris from the construction site has been allowed to accumulate thereon has been continuously kept clean of mud, dirt, sand, gravel and other debris from construction by the owner or the contractor during the time of construction.
