351.20 PARKING OF TRAILERS IN PUBLIC STREETS OR RIGHTS-OF-WAY.
   (a)   No trailer or other non-self powered vehicle or passenger bus may be parked or allowed to remain on any public street or in the right-of-way.
   (b)   This section shall not apply to situations in which:
      (1)   Such vehicles are temporarily parked for immediate loading and unloading, provided the loading and unloading is performed diligently and without delay.
      (2)   Such vehicles are being utilized for the transportation of equipment for property maintenance purposes.
      (3)   Such vehicles are carrying passengers to public meetings, assemblies, schools, churches, conventions, or entertainment of a finite duration.
   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
