165.01 ESTABLISHMENT.

   (a)   There is hereby established the Department of Human Resources, to be headed by the Director of Human Resources.

   (b)   The Department of Human Resources shall be responsible for:

      (1)   The overall administration of the City’s human resources programs;

      (2)   Working with the Civil Service Commission of the City to ensure compliance with all civil service rules, regulations and guidelines.
