377.04 LICENSE ISSUANCE AND EXPIRATION; BICYCLE INSPECTION; RECORDS.
   (a)    The Police Chief, upon receiving proper application therefor, is authorized to issue a bicycle license which shall be a permanent license, valid as long as the applicant remains the owner of the bicycle.
   (b)   The Police Chief or his agent shall inspect each bicycle presented for licensing, and shall have the authority to refuse the issuance of a license and license plate for any bicycle found to be in an unsafe mechanical condition.
   (c)    The Police Chief or his agent shall not issue a license for any bicycle when it is known or there is reasonable ground to believe that the applicant is not the owner of or entitled to possession of such bicycle.
   (d)    The Police Chief or his agent shall keep a record of the number of each bicycle license, the date issued, the frame number of the bicycle for which issued and a record of all license fees collected.
