1317.02 HOUSE TRAILER CONSTRUCTION; PERMIT. 
   (a)    Any person desiring to erect, construct, set up, transfer or move into the City any structures outlined in Section 1317.01(a) shall first make application to and receive from the Building Inspector a permit to do so. Such applicant shall furnish the Building Inspector with a written statement, setting forth the material from which such house trailer, house car, street or railway car, or other building previously erected is constructed, the size and manner of construction and location and use thereof.
   (b)    Such house trailer, house car, street or railway car or building previously erected shall be constructed of appropriate material and shall be waterproof and of sufficient width as to give the proper strength and durability for the purpose for which it is to be used. Such house trailer, house car, street or railway car or building so previously erected shall be so located as to comply with all setback and side yard lines as to location of buildings and all zoning laws as to use; and whether the same is used for business or residential purposes, the same shall comply with the provisions of the sanitary code as set forth in the Building Code and shall be attached to the sanitary sewer, if the same is available. If not available, the same shall be connected for sewage purposes to a septic tank, acceptable to the County Board of Health of Franklin County, Ohio; or sanitary facilities for persons using such house trailer, house car, street or railway car or building previously erected and moved into the City shall be provided by the person, firm or corporation making application for the permit at adjacent property having a proper sewer connection or septic tank connection for sewage, and such facilities shall be within a reasonable distance of the location proposed for such house trailer, house car, street or railway car, or building previously erected outside of the City. Any house trailer, house car, street or railway car moved into the City on a temporary permit shall remain upon the original wheels and shall be moved entirely outside the City at the expiration of a thirty-day period and shall not be granted another temporary permit until such vehicle has been outside of the City for at least sixty days.
   (c)    Upon approval of the Building Inspector as to location, construction and nature of use and sanitary accommodations, as above required, a permit shall be issued upon payment of a fee of twenty dollars ($20.00) for residential use, or fifty dollars ($50.00) for business use, which shall be credited to the General Fund.
