933.08 REGULATIONS OF SERVICE DIRECTOR.

   (a)    The Director of Public Service is authorized to promulgate such rules and regulations that are consistent with the provisions of this chapter and as may be reasonably necessary to the public safety and health regarding the manner and method of collection of garbage, trash, rubbish and refuse within the City by commercial haulers, and the hours of collection. The Director shall determine the load or weight capacity of streets of the City and shall provide by rule or regulation that no greater weight shall be transported by any commercial hauler than is compatible with the condition of the City's streets.

   (b)    Rules and regulations promulgated by the Director shall become effective after their approval by resolution of Council, or upon the failure of Council to act thereon within thirty days after they are filed with the Clerk of Council, at the expiration of such thirty day period.
