916.06 UNLAWFUL TREES AND SHRUBS. 
   No person shall maintain or permit to stand, any tree or shrub designated dead, diseased or deemed a menace to health, safety and welfare of the people of Whitehall. The Service Director or his designee shall order removal of such tree or shrub identified as dead, diseased or a menace, by a letter sent by first class mail to the last known address of the property owner. A period of no more than thirty days will be permitted to affect such removal. When a person or persons to whom an order is directed shall fail to comply within the specified time, it shall be lawful for the City to remove such tree(s) and/or shrub(s) and assess costs as provided in Section 517.23 of the Health, Safety and Sanitation Code.
