916.02 ESTABLISHMENT; COMPOSITION AND TERM.

(a) There is hereby created a commission to be known and designated as the "Shade Tree Commission" composed of five residents of the City. Members shall be appointed by the Mayor. The Director of Parks and Recreation shall be secretary to the Shade Tree Commission

(b) The term of the five persons to be appointed shall be three years, provided that the term of two of the members appointed to the first Commission shall be for one year and two of the members appointed to the first Commission shall be for two years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term.
