911.03 INTERFERENCE WITH SEWERS, DRAINS, WATERWAYS.
No person, firm or corporation shall, in any manner, interfere with or obstruct any sewer, drain, tile, gutter, ditch or waterway within the City. It being the intention of this section to prohibit, among other things, the breaking or tapping of any sewer, tile or drain without a permit; the breaking, cutting, digging up or destroying of any drain, sewer or tile; the placing of any obstruction in any drain, sewer, tile, gutter, ditch or waterway, or the placing or allowing to be placed of any dirt, stone, brick, leaves, rubbish or trash in any open sewer, drain, tile, gutter, ditch or waterway in such a manner as to obstruct or partially obstruct the free flowing of water in such sewer, drain, tile, gutter, ditch or waterway.
