911.02 STORM AND SANITARY SEWER CONSTRUCTION; CONNECTION FEE.
   (a)    For the purpose of providing revenue to help finance and to equitably distribute the cost of the construction of new trunk storm and sanitary sewers, it is hereby determined and declared necessary to establish, exact and regulate a charge for trunk storm and sanitary sewer benefit and connection, as hereinafter determined and that such charge shall be in addition to other fees which may be exacted with respect to such sewers.
   (b)    The funds received from the collection of such charges, as herein authorized shall be deposited daily with the City Auditor and shall be accounted for and known as the trunk storm and sanitary sewer fund, and, when appropriated by Council shall be available for the payment of the cost and expense of the construction, operation, maintenance, management and repair of the storm and sanitary sewerage systems, regulator chambers, storm standby tanks, pumping stations and sewage treatment works for the payment of the cost and expense of replacement, extensions to or the enlargement of same and for the payment of the interest on any debt incurred for the construction of such sewerage system, regulator chamber, storm standby tanks, pumping stations and sewerage treatment works and for the creation of a sinking fund for the payment of such debt.
   (c)    The Director of Public Service is hereby authorized and directed to exact a charge for trunk storm and sanitary sewer benefits and connection at the rate of fifty dollars ($50.00) per individual living or commercial unit constructed in the City, after December 2, 1958; provided that such construction necessitates a connection with the sewerage system of the City.
