909.04 FIRE HYDRANTS; UNIFORM SYSTEM. 
   (a)    The Service Director is hereby empowered and delegated the authority to require a uniform type of fire hydrant to be used on all such installations in the future. Designs or specifications of such fire hydrants shall accompany building plans in cases where builders plan to install such fire hydrants.
   (b)   The Service Director shall require such fire hydrants to be of such a design and quality so that they may be used by the fire equipment of the City or any of the surrounding municipalities.
   (c)    Failure of an applicant for a building permit to specify the proper type of fire hydrant shall result in the denial of his application for a building permit.
