907.04 REGULATIONS FOR MAKING OPENINGS. 
   Street openings shall be installed in accordance with the following rules, and it shall be the duty of the Service Director to see that such rules are complied with:
   (a)    Any heavy equipment used for making openings shall be mounted on rubber covered tracks, pneumatic tires or street pads, wherever the same is used upon any street, road or alley of the City. Equipment having steel tracks or lugs must be unloaded and operated off of the improvement portion of the street. The contractor shall be held responsible for any and all damage to the street except ordinary wear and tear resulting from the use of his equipment thereon.
   (b)    Any person holding a permit to open a street shall, before starting any excavation in the public streets, roads or alleys, notify the Service Director when the excavation will be started. If, in case of inclement weather, it is the opinion of the Director that the work should not be started at such time, he shall delay the same, but for no longer period than is reasonable and necessary.
   (c)    In excavating trenches for street openings, no bucket larger than thirty-six inches overall shall be used, unless the Service Director gives special written permission allowing a larger bucket.
   (d)    The trench backfill for all streets shall be clean, uncrushed gravel grits, Size No. 9 and No. 10, or #46D or 310 crushed aggregate, compacted in twelve-inch layers, from the bottom of the trench to a plane level with the bottom of the pavement base. The trench backfill shall be immediately topped with a temporary pavement consisting of twelve-inches of #2D crushed aggregate, and three-inches of asphalt concrete. Approved heavy duty steel traffic plates may be used in lieu of temporary repaving only as directed by the Director of Public Service and/or City Engineer. Trenches in streets without curbing shall be permanently repaved with twelve inches of #2D crushed aggregate and three-inches of hot mixed, hot laid asphalt concrete. The edges of the trench shall be cut one foot wider than the width of the trench on each side by sawing. The asphalt concrete shall be constructed in one and one-half inch layers and compacted by an approved roller. Trenches in streets with curbing shall be permanently repaved with ten-inches of P.C. Concrete and three-inches of hot mixed, hot laid asphalt concrete. The P.C. Concrete shall contain six and five-tenths bags of cement per cubic yard, six percent air entrainment and a slump of not more than four inches. The edges of the trench shall be cut one foot wider than the width of the trench on each side by sawing and removed full depth prior to placing of the P.C. Concrete base. The asphalt concrete shall be constructed in one and one-half inch layers and compacted by an approved roller. Trenches in streets with curbing and integral pavement shall be permanently repaved with eight inches of P.C. Concrete with the exception of State Route 317 which shall be twelve-inches in thickness. The P.C. Concrete shall contain six and five-tenths bags of cement per cubic yard, six percent air entrainment and a slump of not more than four inches. The concrete shall be finished similar to that of the existing surface. (Ord. 59-73. Passed 7-3-73.)
   (e)    Barricades strong enough to protect pedestrians, between thirty and forty inches high, shall be placed from the center of the street to the property line, or the end of the excavation. Excavation in City property, public streets, roads or alleys, shall be lighted with red lanterns, bombshell torches or other signals approved by the Service Director, which shall be lighted from thirty minutes before sundown to thirty minutes after sunup. Lanterns shall be placed no further than three feet apart on the barricades. (1964 Code § 152.38)
