903.11 MANNER OF CURB OPENING AND CLOSING.
   Whenever a permit is issued the Director of Public Service may direct the manner in which such curb openings with concrete curb shall be sawed.
   (a)    Curb cuts on improved streets shall be closed by removing the dropped curb approach apron and any portion of the sidewalk with more than a three-eights inch per foot slope. New curb and/or sidewalk shall be installed to match the existing curb and/or sidewalk when a curb is closed, or as directed by the Director which shall substantially conform to the existing conditions taking into account local problems.
   (b)    With respect to closing driveway openings on unimproved streets, the blacktop and/or concrete approach shall be removed and replaced with topsoil and/or seed, or such other material which shall conform to the existing conditions contiguous with the street and parallel thereto, or as directed by the Director which shall substantially conform to the existing conditions taking into account local problems.
