903.04 FAILURE OF OWNER TO COMPLETE CONSTRUCTION.

   If such sidewalks are not constructed within the time limited in such resolution, and/or notice requiring the same to be done, the Mayor may do or have the same done at the expense of the owner, and all such expenses shall be assessed and collected in the same manner with a penalty of twenty percent, for failure to pay at the time fixed by the assessing ordinance, as in cases of improvements as provided by statute.
