759.02 RECORDS, IDENTIFICATION; INSPECTIONS.
   (a)    All secondhand precious metal dealers shall keep proper books or forms in which shall be legibly written in the English language, the following specified items:
      (1)    A complete description, including the serial number, model number and any other identifying characteristics, where available, of any article listed in subsection (c) hereof, which has been purchased by such dealer;
      (2)    The name, address, social security number, driver's license number and automobile license number, if visible to the purchaser, of the vehicle of the person selling; and
      (3)   The date and hour when such purchase was made.
   (b)    The dealer shall require each person from whom he purchases any of the articles or things of this chapter, to present two articles or pieces of identification. The dealer shall record all identification numbers and physical descriptions as contained on such identification articles or items. Whenever the dealer has reason to know or believe the seller is under eighteen years of age, he must require that person to produce sufficient articles of identification to establish his age.
   (c)    This section shall apply in those instances where the article purchased by the dealer is any secondhand jewelry, stones, coins, or other articles composed in whole or part of gold, silver, platinum or other precious metal.
   (d)    Every entry shall be numbered consecutively, commencing with the number one. No entry shall be erased, obliterated or defaced.
   (e)    All books or records which are required to be maintained as a result of this section shall be open to inspection by any of the following persons, immediately, at anytime during hours of operation:
      (1)    The Mayor;
      (2)    The Director of Public Safety;
      (3)    The Chief of Police; or
      (4)    A police officer or any agent duly authorized by the Mayor, the Director of Public Safety or the Chief of Police.
   Upon demand by any of the previously specified persons, the secondhand precious metal dealer shall also produce and show the article or articles thus listed and described.
