715.05 SUSPENSION AND REVOCATION OF PERMITS.
   (a)    Alarm systems that have been improperly installed, or are defective by reason of wear, abuse or neglectful use, or when there is clear and convincing evidence of habitual negligent use of the alarm system by the permit holder or agents, such a circumstance presents a clear and recognized danger to safety forces and all citizens of the City. As provided by this chapter, a permit may be denied or subsequently revoked for cause
   (b)    At the end of the revocation and/or suspension period, the alarm permit holder will be required, if the holder intends to continue using his or her alarm system, to first refile an application for the alarm system and have it approved by the Director or his designated representative prior to placing it in service
