709.06 MAYOR TO INVESTIGATE APPLICATIONS. 
   The Mayor shall examine all applications and make, or cause to be made, further investigation of the application as he may deem necessary in order to perform his duties under this chapter. Upon request of the Mayor, the applicant shall make available for inspection by the Mayor, or any person designated in writing by him as his representative for such purpose, all of the applicant's books, records and papers at any reasonable time before the application is granted, during the time a permit is in effect, or after a permit has expired.
