351.11 PARKING ON PROPERTY OTHER THAN STREETS; POSTING SIGNS.
(a) The parking of vehicles on public or private property, excluding dedicated streets and ways set out for public travel, shall be prohibited without the consent of the owner of private property or the proper governmental agencies in charge of public property.
(b) No person shall park a vehicle on public property in violation of rules and regulations set out by the governmental agencies controlling the public property.
(c) No person shall park a vehicle on any private property in violation of any regulations set down by the owner of the private property.
(d) The provisions of this section shall not be applicable unless the private or public property is posted in a conspicuous manner setting forth the prohibition of parking or the conditions and regulations under which parking is permitted.
(e) No person shall stop, stand or park any motor vehicle at special, clearly marked, parking locations provided for the handicapped in or on public or privately owned parking lots, parking garages or other parking areas, unless the motor vehicle is displaying a parking card issued under Ohio R.C. 4503.44 or is being operated by or for the transport of a handicapped person and is displaying the special license plates authorized by that section.
(f) (1) Whoever violates subsections (a), (b), (c) or (d) hereof is guilty of a minor misdemeanor.
(2) Whoever violates subsection (e) hereof is guilty of a fourth degree misdemeanor; on a second offense within one year after the first offense, such person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, such person is guilty of a misdemeanor of the third degree. Whoever violates subsection (e) hereof more than four times within a two-year period, shall be guilty of a misdemeanor of the third degree.
(g) Handicapped parking signs are deemed to be Apublic signs" for the purposes of Section 1333.04 of the Codified Ordinances. All handicapped parking spaces shall be designated by an upright sign Model Number R-59A or R-59B, as set forth within the Ohio Manual of Uniform Traffic Control Devices, published by the State of Ohio, Department of Transportation.
