When such lots or fractional parts thereof in Peninsula Cemetery have been designated by doners to the Perpetual Care Fund they shall be marked in a suitable manner with the word "Perpetual" and the interest and income from a donation for the upkeep of any lot or fractional parts thereof shall be used only for the lot or fractional parts of lots so designated, except as hereinafter provided. Any unexpended amount received from the earnings of each individual contribution or donation shall first be used to care for the monuments, tombstones or markers placed on such lots. The balance of any such unexpended amount may be used for the benefit of the cemetery as the City Manager may so direct.
