1111.01 DEFINITIONS.
   For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
   (a)   "Mayor/designee” means the health officer of the City.

   (b)   "Private scavenger" means one who for hire collects, removes or disposes of refuse.
   (c)   "Refuse" means all sweepings, cleanings, trash, rubbish, litter, garbage, industrial or domestic wastes; organic wastes or residue of animals sold as meat, fruit or other vegetable matter from kitchens, dining rooms, markets or places dealing in or handling meats, fowls, fruits, grain or vegetables; offal, animal excreta or the carcasses of animals; tree or shrub trimmings or grass clippings; dirt, wood, stone, brick, plaster or materials resulting from the demolition, alteration or construction of buildings or structures; and accumulated waste materials or substances which may become nuisances, some of which are more particularly classified as follows:
      (1)   "Prepared garbage" means waste materials from kitchens, dining rooms and similar places, from which liquids have been drained and solid matter wrapped in paper.
      (2)   "Raw garbage" means swill not prepared as in subsection (a)(3) hereof.
      (3)   "Trash" means waste material containing no putrid matter or organic wastes.
      (4)   "Ashes" means residue resulting from the combustion of coal, coke or wood, in domestic, industrial or commercial stoves, furnaces or boilers.
      (d)   "Refuse collections" means the gathering of refuse containers and their contents from the premises of improved property and loading contents into removal vehicles, and returning containers to place where found after contents have been emptied, for which the charge is made as provided in Section 1111.04 hereof.
      (e)   "Refuse containers" means the "trash and garbage containers" referred to in this article shall meet the following specifications:
      (1)   "Trash and ash containers" means standard containers for the storage of trash or ashes, which must be in separate containers, shall be substantially made of metal or plastic, shall have a capacity of not less than ten nor more than thirty gallons, and shall be equipped with at least two carrying handles, with a tight-fitting cover, or as shall be otherwise prescribed by the Mayor/designee.       (2)   "Garbage container" means standard containers for the storage of garbage which shall be substantially made of metal or plastic, leak-proof and water-tight, shall have a capacity of ten to thirty gallons, and shall be equipped with adequate carrying bail and tight-fitting cover.
   (f)   "Refuse disposal" means the disposition of refuse in accordance with rules and regulations promulgated by and with the approval of Council.
   (g)   "Refuse removal" means the handling and transportation of refuse from point of collection to point of disposal.
