Owners of business places, apartment buildings, or trailer courts containing four or more units will be required to lease an appropriately sized dumpster(s) through the appropriate PSC certified carrier for the City of Westover. There is nothing to stop an owner with less than four units from obtaining a dumpster if they so desire.
