§ 157.021 PLANNING COMMISSION.
   (A)   Powers and duties of the Planning Commission. For the purpose of this chapter, the Planning Commission has the following duties:
      (1)   Initiate proposed amendments to this chapter; and
      (2)   Review all proposed amendments to this chapter and make recommendations to City Council.
   (B)   Amendments to zoning ordinance.
      (1)   The City Council may amend this zoning ordinance. Before amending this zoning ordinance, the City Council, with the advice of the Planning Commission, must find that the amendment is consistent with the adopted comprehensive plan. If the amendment is inconsistent, then the governing body with the advice of the Planning Commission must find that there have been major changes of an economic, physical, or social nature within the area involved which were not anticipated when the comprehensive plan was adopted and those changes have substantially altered the basic characteristics of the area.
      (2)   The City Council may amend this zoning ordinance without holding an election, or otherwise by holding an election on the proposed amendment, or by holding an election on the proposed amendment pursuant to a petition.
