All work done pursuant to an excavation permit shall be promptly started and completed without delay after such permission shall have been granted, and such public place shall be, immediately upon the completion of such work, restored to the same or as good condition as the same was before such work was done thereon; and such work and restoration shall be at all times in all respects in compliance with the orders and supervision of the Street Commissioner from time to time given such person for such purpose.
