§ 154.061 CLASSES OF APPLICANTS FOR PERMIT.
   (A)   For the purpose of granting permits under this subchapter, applicants shall be divided into two classes: the first class shall be constituted of all those to whom permission shall be given to execute a bond in lieu of the deposit in cash hereinafter set forth; and the second class shall be constituted of all those of whom a cash deposit shall be required. The Common Council may, from time to time as it sees fit, by appropriate resolutions, designate any person so making or about to make such application to be in the first class, and when so designated those in the first class may give the bond as hereinafter provided.
   (B)   Those persons who, immediately preceding the effective date of this code, comprised the “first class” under this section, shall continue in that class until otherwise provided by resolution of the Common Council.
