§ 154.060 PURPOSES FOR WHICH PERMIT REQUIRED; PUBLIC PLACE.
   No person shall dig or excavate in any street, sidewalk, or other like public place (hereinafter sometimes designated as “public place”) within the city, or install, repair, or replace any property or equipment in, or do any other work in or on, any such public place which requires the removal or breaking of the surface or under part of any such public place, unless and until such person shall have first procured, in the manner hereinafter provided, a permit so to do.
