(A) It is to be understood that the intent and purpose of this chapter are separate and distinct from other parts and sections of the this code of ordinances and the general laws of the state which may also be applicable.
(B) The provisions of this chapter are applicable to the owners of such vacant buildings as set forth herein and are, in addition to, and not in lieu of, any and all other applicable provisions of this code of ordinances, the city’s Building Code, or any other applicable provisions of the city’s municipal code.
