The cost of equipment, personnel, and supplies necessary for periodic examinations and investigations for the purposes of determining the fitness of dwellings, buildings, or structures in the city and for the enforcement and the administration of this subchapter, shall be made by appropriations from the revenues of the city as the Common Council may deem necessary, and the agency may accept and apply grants or donations to assist it in carrying out the provisions thereof.
