Any person affected by an order issued by the agency or its executive officer may petition the County Circuit Court for an injunction restraining the agency from carrying out the provisions of such order and for a temporary injunction restraining the agency pending the final disposition of the cause; provided, that such petition shall be filed not more than 60 days after the service and posting of the order.
