All complaints and orders issued by the agency shall be served upon the owners of the premises and the parties in interest personally or by publication in accordance with the laws of the state and shall, in addition thereto, be posted in a conspicuous place on the premises affected by the complaint or order. A copy of such complaint or order shall also be filed for record in the office of the Clerk of the County Court among the lis pendens notices.
