In carrying out the purposes of this chapter the Board of Park and Recreation Commissioners is hereby authorized to receive and disburse for such purposes, any money appropriated to it by the Common Council, together with any other funds which may come into its hands by gift, grant, donation, bequest, devise, or from its own operation, or otherwise.
