§ 94.02 COMPOSITION OF BOARD; MEMBERS, QUORUM, AND THE LIKE.
   (A)   The Board of Park and Recreation Commissioners shall consist of five members, any three of whom shall constitute a quorum for the transaction of business, except as hereinafter in this chapter provided.
   (B)   The members of the Board shall be appointed by the Common Council. To establish the Board, the Common Council shall appoint the members of the first Board, such appointees to serve two for a term of six years, two for a term of four years, and one for a term of two years. Thereafter, the appropriate number of members of the Board shall be appointed in April of each even-numbered year, to take office on May 1 in the year of his or her appointment. Each member shall serve a term of six years and continue to serve until his or her successor is duly appointed and qualified. Any vacancy on the Board shall be filled by the Common Council.
   (C)   Membership on the Common Council shall not disqualify a person from serving on the Board, provided that not more than two members of the Common Council may be appointed to serve on the Board at one time.
   (D)   All members of the Board must be residents and freeholders of the city. When any member of the Board, during his or her term of office, shall cease to be a resident and freeholder of the city, he or she shall thereby be disqualified as a member of the Board and his or her office shall thereupon become vacant.
