(A) No person shall deposit, throw, or cause to be deposited or thrown any offal from any slaughterhouse or any other building or any dead animals or fowl or other deleterious material into the waterways of the city or its tributaries within the corporate limits of the city.
(B) Upon conviction of a violation of any provision of the first paragraph of this section, the person so convicted shall have a reasonable time to remove the offal or dead animal or fowl or other deleterious material involved In the conviction, within the discretion of the Chief of Police, but such time shall not exceed two days.
