§ 90.07 CRUELTY TO DOMESTIC ANIMALS AND FOWL.
   No person within the city shall cruelly, unnecessarily, or needlessly beat, torture, mutilate, kill, overload, or overdrive any domestic animal or fowl, nor wilfully deprive any domestic animal or fowl of necessary sustenance or shelter.
