8-2-2: CONTRACTORS; LICENSE REQUIREMENTS:
   A.   License Required: No person shall engage in the business of constructing or repairing sidewalks or driveways on the streets or public ways of the village without having first obtained a license as a cement contractor, as provided in title 3, chapter 3 of this code. The provisions of this section shall not apply to any person desiring to lay or repair a sidewalk in front of property owned by him.
      1.   Eligibility if Debt Owed to Village: See the provisions of Section 3-1-1(A) of this Code, which are incorporated by reference into this Title and Chapter, grant or issuance of any Village approvals, certificates, licenses or permits covered by this Chapter.
   B.   Effect Of Responsibility For Construction: Every cement contractor shall maintain and keep in repair all sidewalks constructed by him in the village for a period of one year from the date of completion thereof, and failure to do so in any instance shall be sufficient cause for revocation of his license, but no such requirement shall be made except as to repairs necessitated by faulty or improper materials, poor workmanship or failure to properly protect the sidewalk from damage by the elements while in the course of construction and setting.
