3-1-1: LICENSE REQUIRED; ELIGIBILITY IF DEBT OWED TO VILLAGE:
No person shall conduct or manage any business, occupation, activity or establishment, by himself, or through an agent, employee or partner, for which a license is required by this Code or by any Municipal ordinance, without first having obtained a license for such business, occupation, activity or establishment.
   A.   Eligibility if Debt Owed to Village: No Village approval, certificate, license or permit shall be granted or issued to a person who owes any fee, fine, payment, penalty or debt to the Village, and no such person shall be allowed to apply for a Village approval, certificate, license or permit of any kind or register himself/herself/itself or any family members to participate in any Village programs and activities (e.g., recreation department programs), unless and until the outstanding fee, fine, payment, penalty or debt is: (a) paid; or (b) being actively contested in accordance with applicable Village policies or procedures; or (c) discharged by action and authority of the corporate authorities or the village manager in accordance with applicable Village policies or procedures.
