Every resident of the Village who shall own or keep a dog or cat at any place within the Village shall, at six (6) months of age or within six (6) months after acquiring such dog or cat, or bringing the same into the Village, whichever comes first, register such dog or cat and pay as an annual license fee the sum of ten dollars ($10.00) for each dog or cat so registered.
A. Eligibility if Debt Owed to Village: See the provisions of Section 3-1-1(A) of this Code, which are incorporated by reference into this Title and Chapter and are applicable to the grant or issuance of any Village approvals, certificates, licenses or permits covered by this Chapter.
