4-1-14: LICENSE REQUIRED FOR SALE; CONSUMPTION; POSSESSION; ELIGIBILITY IF DEBT OWED TO VILLAGE:
It shall be unlawful for any person, either by himself or (his) agent, or any person acting as an agent, barkeeper, clerk or servant of another, to sell or offer for sale at retail, in the village, any alcoholic liquor without first having obtained a license to do so, as is hereinafter provided. It shall also be unlawful for any person himself, or acting through the agency of another person, to sell or offer any alcoholic liquor for sale at retail in the village in violation of the terms and conditions of such license or of the provisions of this chapter. It shall be unlawful for any person to consume or possess any alcoholic liquor in violation of the provisions of this chapter or state law, as amended.
   A.   Eligibility if Debt Owed to Village: See the provisions of Section 3-1-1(A) of this Code, which are incorporated by reference into this Title and Chapter and are applicable to the grant or issuance of any Village approvals, certificates, licenses or permits covered by this Chapter.
